Why this exists
Our customers span military, state, federal, and civilian agencies, so the same capability is described in three different vocabularies. This crosswalk maps the military CR term to its closest civilian and international equivalent. Where no direct equivalent exists, the nearest functional analog is provided.
Source doctrine: AFTTP 3-4.7 (CR TTPs), AFI 10-202 (CR Operations), NIMS (National Incident Management System), NRF (National Response Framework), AJP-3 (NATO Allied Joint Doctrine for Operations), ICAO Annex 14 (Aerodromes).

When describing OCG capabilities to civilian or state/federal buyers, use the civilian EM equivalent. Military terms demonstrate depth to DoD buyers; civilian equivalents make the same capability accessible to EM agencies.
In joint exercises
Distributing this crosswalk to all participating agencies before an exercise removes the translation gap that degrades interoperability between military and civilian responders.
